Industry Legislation Promotion of the Chinese Psychological Society

The trajectory of modern psychology in China spans over a century and continues to ascend. The absence of legislation in clinical psychology significantly impacts practitioners at all levels, influencing their entry, practice, and career development while neglecting the safeguarding of basic rights and interests of service users. A “psychologist law” for practitioners and a “mental health promotion law” for service users is needed to fill this pressing gap. Hence, establishing a widely representative and prominent working committee for legislative advancement becomes essential. This committee will mobilize and consolidate resources, examine society’s actual needs, collaborate with legislative experts, delineate a roadmap for psychology profession legislation, define the procedural aspects, and execute related tasks. To address these concerns, the CPS, as approved by its Executive Council, took a significant step by establishing the Industry Legislation Promotion Working Committee in November 2022, following its preparation in May 2021.

The Working Committee on Industry Legislation Promotion advocates for the establishment of comprehensive legislative framework that guides and advances the practice of psychology in China, fostering the advancement of mental health services, and safeguarding the mental health rights and interests of individuals. The primary tasks include:
1. Short-term: Evaluate and analyze the current status, models, and experiences of domestic and international legislation in the psychology industry.
2. Medium-term: Develop the framework for China’s psychology legislation system, formulate several drafts, and progressively advance through the legislative process.
3. Long-term: Propose the initiation of the “Mental Health Promotion Law” and “Psychologist Law,” offer recommendations for legislative efforts through diverse channels, and establish an initial foundational framework for the legislation of China’s psychology industry.
